The pressure difference between the outlet of the turbo and at the TB is about 2PSI (with stock IC and piping) and stock the surge has a 4 psi spring. You should be fine. Think about it at WOT you should have boost level X at the outlet of the turbo and behind the valve you will have Boost level X-2 but you have a 4lb spring so roughly X-2+4 or X+2. Does he have an intake? Could it be the sound of the turbo sucking in air? or like master said could be a bad valve. Not ripping on either of you just want to make sure we are dealing with a horse not a zebra.

Also this was done by PTP who for lack of a better word is an idiot. I had a set of hard pipes and an HKS BOV. Still had a little and it was from the very small pressure wave still left in the line. It is inherent to such a small turbo with a relatively larger motor. You gain absolutely nothing by doing this mod if anything you risk wearing your turbo out faster since surge valve response time is slowed so the pressure wave has plenty of time to smash back into the turbine.
